I am working on a survey for my trainees who are getting training experience at different locations. I started the survey but the total number of students at each round was low, so I had to repeat the same survey for the same participants but at different locations. Was that the right thing to do?

Provided there was no repetition then it should be fine. Otherwise rephrase your method to a 'census' approach whereby you targeted a 'population' within a specific 'timeframe' and 'location'. In this case, whatever you achieve will count as a census and not a sample. You can then proceed with neccesary and applicable analysis.
Time between test-retest can be a serious limitation. What is your purpose? Are you using an A-B design? Do you have equivalent instruments?
