We have a surveillance program for encephalitis syndrome that has been running for the past four years and we have decided to perform an impact evaluation to see the overall affect of the program on the cases with the condition and on the hospital and health policy of the states where the surveillance program was being implemented.

Obviously, a comparison of rates at another, comparable hospital would be ideal. Failing that you might compare the rates of encelphalitis syndrom before and after your program was instituted. If it was instituted piecemeal, with different components at different times, you’ll check to see if there was a dramatic change after a particular component wa added.
