Max instructions per second depends on what processor is running on the server and the intended workload. The wikipedia page on instructions per second (https://en.wikipedia.org/wiki/Instructions_per_second) has a large table of processors (many historical) with clock speed, max instructions per core, and max instructions per processor. Multiply the clock speed, the max instructions per core, and the number of cores that can be actively engaged (not all workloads will be able to engage multiple cores) and you can get max instructions per second for that workload.

Energy per bit is an interesting metric. One rough method would be to figure out the max energy consumption of a processor (you can look this up online), figure out what the percentage of that process a workload of a BBU server would use, and multiply those. Again, this would be highly dependent on what processor you were using and what workload you were running. Note, though, that you should be able to get the power numbers, cores, and clock speeds numbers from the processor specs.

Another approach would be to just take the power and processing specs of an existing BBU unit (like this one: https://www.hytera.com/en-products/4g5g/bbu/bbu3801/ ) and calculate the energy per bit by dividing the power by the stated max network capacity it could support. I would suggest looking at a number of these to see what kind of variation there is in typical BBU products.
