Look up the HTA Core Model developed by EUNETHTA. It contains all domains except "enviromental" and additional domains which are relevant for decisions about reimbursement and implementation.

You are welcome! Actually, PESTEL model can be applied in many fields including the medical field. Google is a good search engine that puts unknown or unclear on our finger tip.
Can you be more specific about what part of the health provider sector you want to examine and why? Offhand, there is no reason why you couldn't apply the PESTEL model.
I want to apply it to a governmental hospital. I did not find any article related to this topic. Most analyses are related to economic organizations or companies.
I think that would be a fine institution to examine. It is like a company. It must have a budget. Yet, because it is government-owned, there is a tighter link between the institution and the external environment.
I'm sure you also are aware that governments become compartmentalized. One agency may be responsible for running hospitals or a health care system, and another agency may be responsible for a variety of factors in the environment. The two agencies (and even more than two can be involved) may not consult with or inform each other about what they are doing.
