You can download data freely from the Bhuvan website. You have to register first and then place the order. As soon as you place the order you will be requested to upload a MoU. Once the MoU is signed and uploaded the data set is made available to you in a few days!

Otherwise you can create your own shape file in bhuvan using following link

or you may add your boundary in ArcGIS and use WMS service to call bhuvan data in ArcMap then you can draw the shapes

I am not familiar with BHUVAN but, in general, a mass of data can be downloaded at national, provincial or state, and local levels. If it is not in map form it is usually possible to take that data and join it to a shape file suitable for the scale and resolution you desire. This means assuring there are data joins possible, for example on "name". But even where there is not a mappable file at the ready one can take existing map forms (available from Esri or elsewhere) and use the downloaded data to create what you need.

The editable map data can be downloaded from different GIS websites like

This includes Administrative boundaries, roads , elevation , landcover , population etc for free.

If you want editable data(shape files), and other products, contact BHUVAN team via university authorities by specifying your project needs. I am sure they will share the data officially to universities.

You can also create the data by fetching Bhuvan WMS tiles via QGIS and ArcGIS by using http://bhuvan5.nrsc.gov.in/bhuvan/wms?5
