Short answer they (DWT and Steganography Or Watermarking) / (DCT and Steganography Or Watermarking) can be combined but you need to differentiate between Steganography and Watermarking as they don't have the same objectives. You can read more in:

DWT and DCT can be used for applications such as compression (typically in jpeg and jpeg2000) . Watermarking is for authenticating the image while Steganography is typically used not for disclosing the data . By this I mean in steganography data(be it image or large textual files) are concealed . So , you can use either or both of the techniques to obscure the data .
It is up to you on how you want the answer to be, but watermarking can be visible or semi-visible, steganography can never be visible. How do you want to combine the two? They are two end-points you can use either one depending on your needs but it is illogic to combine the two.
