I think you refer to this type of material to be used for brake pads, calcined petroleum coke is formed from the by-product (tar) of crude oil distillation,that is the process of carbon rejection from the heavy residues producing lighter components lower in sulfur, since most of the sulfur is retained in the coke. These materials have a dark, flat sheen and are high in carbon low-temperature-treated carbons is quite different from well-crystallized graphite, because it consists of random stacking of small layers, as shown on a petroleum coke heat-treated up to 1000°C. Calcined petroleum cokes are characterized by a higher friction coefficient and low wear -especially by contrast with other petroleum and metallurgical coal grade.

sure I agree with you, the automobile brakes can be produced by binding heavy extracts cuts of low sulfur oil or some inorganic and organic substituents with phenolic resin. The process is in certain respects similar to the one discussed for the production of carbon/graphite. for more details can see the following reference;
