Yes, this is Freud's view too! My approach is that Energy can be physical (work capacity), informational (computational power) and mental (disposition for feeling what happens).

Since general brain activity is a strong correlate of whatever "consciousness" involves, your question (which is all I read of yours so far) has the obvious answer. Your approach would therefore derive possible strength from defining and looking at other manifestations of consciousness.
