I am looking for evaluating the low cost housing projects in Baghdad, Iraq in particular last decade or so.
No, they cannot.
Simply, local developers want to invest their money by covering the need of rich families and high income groups. They do not focus on the need of low cost housing.
Housing experts and also economic specialists are right groups to do that. For some extent, architects and planners play the role in converting and shaping their recommendations, guidelines, and criteria (materials, spaces, and services) for low cost housing.
