To identify any gaps, each strategy in for procurement performance measurement plan can include the matrix: Implementation time frame, Implementation priority (high, medium or low), Progress indicators (output indicator, outcome indicator, baseline and target).
The literature on procurement performance measurement presents several studies about supplier selection (focus on multicriteria decision making), criteria for supplier selection and evaluation, supplier evaluation for development among others. I suggest you read these papers:

What do you want to compare? Actions, process, suppliers or ...? I would recommend the book by Van Weele ( Purchasing and Supply Chain Management: Analysis, Strategy, Planning and Practice) to get an insight into what you want to measure and with which intend.
perhaps this could be a useful paper: Purchasing performance management systems: an empirical investigation By:Caniato, F ; Luzzini, D ; Ronchi, S which was published in PRODUCTION PLANNING & CONTROL Volume:25 MAY 1 2014 I have not found a free copy of the article, but the authors (e.g. Federico Caniato ) are on researchgate.. why not ask them?
