The journal should be affordable i.e. charging less than 50 US dollars.
What about PLoS ONE (http://www.plosone.org/static/information). They publish many articles and the impact factor is more than 3.
Consider Green Open Access. It is free and you can usually get a journal with better impact factor as there are few paid open access journals with very strong reputations (PloS ONE being an exception!). Most traditional subscription based journals allows this.
You publish in the best possible traditional subscription based journal your manuscript can qualify for and after the manuscript is accepted you proceed to make a post print version of your manuscript which you can put on your university homepage, Reasearchgate and several specialized depositories.

PLoS ONE, Population and Environment and Global Environmental Change are very fine journals but they have fees in the order of 2-3000 $ - far above the 50 $.
All of the responses to this question are very useful. One should also remember that impact factors are not the only factor to be taken into account. Many of the most useful and interesting articles are not in high impact journals. The key is to know in given domains who is being active in research and to follow up with the authors.
Research Gate, as one answer noted, is useful in this context, but there are many researchers who are not members of Research Gate. But with a bit of imagination, it is quite possible to search out for researchers in different domains on the web, to locate their institutional affiliations and then to contact the researchers regarding any publications they may have available (again I use www.dogpile.com a lot to locate research, people and other pertinent web sites).

Most major publishers currently offer open access option within subscription journals, and open access journals. You may search elsevier, wiely, IEEE... etc. For example, the IEEE access is an open access journal of a good impact factor. Why do you prefer the open access publishing model of research articles?
