Thank you for response on my question.
Dear Jo Jordan and Thiago Souza Araujo ... i mean the experimental and looking for analytics (not necessarily machine learning) to understand the action terrain in my domain.
Act i am a bit confuse. In the first place I thought I want to use analytic to see the insight of poverty data and come out with framework.
But someone said, i need to have framework first then go for experiment. Which one come first im a bit confuse.
Pls advise.

At the very early stage, research framework is necessary for you in order to determine your problem, research questions, and objectives. Data analysis can be implemented once the data are collected. It helps understanding the examined phenomenon. Then, if your task is about predicting poverty, you're going to build a predictive model using data mining techniques where you need to consider having good predictors in conjunction with clean data.
