I have my doubts about anyone supporting you in breaching license rules.
A completely legal alternative could be to use free tools. Start here https://en.wikipedia.org/wiki/GDSII#GDSII_utilities to dive into the free tools for chip physical design.
Your institution should be able to inform you as to the software licenses they have available. If they do not have any (and are willing to invest in some for this work), then you will need to investigate free alternatives. If you don't have commercial licenses, then you probably dont need the additional features offered by commercial software. In that case, I would recommend KLayout.
