There is no identification to be had with any confidence from jellies outside of water like this unless it's a hardy critter like a rhizostome or Aequorea. Anything anyone says is going to be a complete shot in the dark. Maybe a ctenophore is all we've got but the comb rows are not distinct with much confidence. If you could even take a picture in a small dish of water from above the surface, we could give you a better idea. As it is, any answer is only a slightly educated guess.
