Which mountain?

I would go for Saxifraga sp. (although Sempervivum is possible but there is a dry stalk looking like one of Saxifraga). Difficult to go further.

That looks like a Sedum (Crassulaceae) to me. (Too bad one can't use italics or underline here, it feels terrible to leave those Latin names in plain format. Also, remember that 'species' is the same word for singular and plural). Could you post another picture if you find it in flower? Flowers will be very helpful to determine the species.

I see it in the Zagros Mountain in Ilam province, western of Iran in elevation nearly 3000 m form sea level.

I agree with your view, but this specie has a different characteristic with Saxifraga sp.

Saxifraga always grow up on rock, but I think sort of leaves in the two species have different.

this plant belongs to Sempervivum Genus, and its maybe the Sempervivum globiferum but you most check it.

I am not sure this specie be sedum, but very like to this Genus.

I agree it should be some member of Crassulaceae. However, for me it does not like Sedum, Sempervivum, or Jovibarba (= Sempervivum globiferum group). Most likely it is a member of the genus Rosularia. Please compare the following photo: http://photos.v-d-brink.eu/Flora-and-Fauna/Asia/Iran-Central-Western/i-LfKJfs4 . Unfortunately I do not have good floristic literature on Crassulaceae of Iran.

The picture below is taken by © Harry Jans, Netherlands 2003 from western of Iran (Borujerd City in Lorestan Province).

two species are quite similar. Even  grown on the rocks.
