I am not really an expert in the subject you are dealing. However, I can throw some ideas, in case it helps you.
The basic objective of the statement of the problem section is, the part of the thesis/article or any research, where the researcher tries to show what she/he is going to contribute, what gap, why is the research worth doing , etc. Hence, to answer the above questions, you have to be able to review the relevant literature and try to synthesize what is already available, what methodological drawbacks they have, what additional issues can be added that has never been addressed, what scientific and societal contributions the study will have are some of the issues that has to be constructed in the statement of the problems.
