Dear Abduljalil Saleh Almudhary, Moodle is product we can stretch many applications according to our requirements but you cannot change the codes in inside the Moodle software.

In my opinion there is no need to develop any thing except you should know how to manage and exploit for your own purpose on Moodle platform.

If you know coding, you can pimp Moodle to any extent. If you don't know coding, you can use tools Moodle provide to do what's required but in a low level. Moodle is Open Source, any one with some knowledge in coding can redesign the complete look and feel. We have pages on Moodle courses, sometimes we even create custom pages to personalise the course for the Lecturer's need.

It might look entirely different from other homepages you have seen, we have done quite a work on that. Anyway, coming back to your question, if you want to change the code of Moodle and do what you have in mind, you need access to the production's server and codes. Once you have the code, you can start playing with it. I would recommending experimenting on a copied version, because we never know, no one likes surprises. :-)
