a Lepidopterist from the "Staatliches Museum für Naturkunde" in Stuttgart, Germany, Mr. Daniel Bartsch, told me, it seems to be a specimen of Psychidae ("bagworms").

its a Psychidae, subfamily Typhoniinae. A determination of the genus / species is possible only after examination of veins and genital structures.
