Can anyone help me to get a simulator for electronic passport or NFC simulator working on 13.56MHz without need to hardware ?
You can help yourself: depending on the "distance" from the hardware the data is either a bit stream (self-clocked or with a separate clock line - depending on the interface) or a byte stream.
As I do not know what you want to achieve: decide on which interface to simulate, check interface specifications and program the simulation :)

I want to simulate the steps of operation in chip authentication protocol of electronic passport and I don't find any simulator to simulate it
Oh.
In this case, if the semiconductor or passport supplier does not provide a simulation, you would have to create a simulation of the card. Plus your own software. Quite 'tricky'.
Check, whether you can get a simulation setup from the passport resp. chip supplier. If not: see above or get some hardware.
