This is a bamboo plant encountered in Kokrajhar District of Assam (India). The culms are covered with white powder, there is no branching at the node upto some 15-17 nodes, the culm sheath are persistent, the leaves are small and slender and light green in colour.

Will you send a picture of the culm sheath. That's important for the identification. Might be Dendrocalamus/ Melocana/Thamnocalamus. Also its important to know the approximate height.
It looks like Dendrocalamus asper (Schult. & Schult. f.) Backer ex K. Heyne
The local name is not known Sir.
However, as per the local people there it was grown through large size seed brought from the market and attained this height in 3 years.
So far my knowledge large seeds are produced only by Melocanna baccifera but it is certainly not M. baccifera. I will surely send the picture of the culm sheath shortly.
I tried to zoom into the culm sheath to see the features and it does not look like Dendrocalamus. The blade is wavy and has black hairs, atypical to smooth and golden hairs of Dendrocalamus. Also the white powder is not so common in Dendrocalamus (except D. giganteus....surely its not that species). If you have access to the book "Bamboos of India" (INBAR technical report), try to match the features and habitat (NE India).

It looks like Cephalostachyum latifolium Munro; (C. fuchsianum Gamble; Schizostachyum latifolium (Munro) R.B. Majumdar.). Cephalostachyum and Schizostachyum are synonyms and S. pergracile has yellow hairs on the culm sheath.
