It is some species of Consolida (Ranunculaceae family), see e.g. http://www.botanickafotogalerie.cz/fotogalerie.php?lng=en. It is difficult to identify the species precisely according to the photo, details would be necessary (e.g. if the stems have glandulous hair - it looks like they have, but it is not clearly visible). The best choice for you would be to find some identification key to the genus Consolida and follow it, because you can have a look also on the details which are difficult to photograph.
I would also say Consolida orientalis because it really looks like it has glandulous hair on the stem (= important trait for identification from other Consolida species). Anyway, it is Consolida - with the genus I am 100 % sure as I know it very well from my field works (especially common in Central Europe is arable weed Consolida regalis but C. orientalis grows in warm regions as a weed too). It can not be any Cruciferae because of totally different structure of flowers!
It could be either Delphinium (if if a flower sets 3 follicle)or Consolida (if a flower sets only one single follicle), both from the Ranunculaceae family. These two genera are very similar in terms if flower/leaf morphology. However, in terms of habit, there is difference between these two genera: the former genus could be annuals, biennials or perennials; while the later genus is mostly annuals.
This is Consolida regalis (it might be also Consolida divaricata, but it is rare in Romania). It is not Consolida paniculata, because carpels are definitely hairy. Consolida is a molecularly supported clade of annuals closely related to Delphinium s.str.
I think, it's a Consolida spec. The specialist is Walter Starmühler. please ask him for identification. He is working about a flora from Istria, will be published in 2015. His new name is Walter Rottensteiner in:
