You do not explain much of the voltages and currents involved.

Nowadays there is a wide range of ceramic capacitors that make possible to get rid of electrolitics. Just now I am finishing the design of a 1,5 kW converter with only ceramic capacitors. But if the input is single phase a.c., you probably need electrolitics.

Same answer regarding power, voltage, and current levels... 

You may want to look at space electronics, since electrolyte capacitors are not allowed. For high capacitance, we normally use stacked ceramic capacitors.
