It looks very much like Campanula sp., but the center of the Picture is blurred, so it is difficult to say and more characters of the plant (leaves, sepals, stem,...) are necessary for a proper and more detailed determination.
It is Platycodon grandiflorus 'Astra Blue' a blue variety of the plant . (Family Campanulaceae). Common name is balloon flower. White flowered varieties are also there.
It could be a campanula sp. (there are hundreds) or possibly a platycodon grandiflorus (native to Asia). However, more detail would be needed to properly identify the plant (i.e. leaves, stems).
Platycodon grandiflorus, balloon flower, essentially like Campanula but distinguished by its capsule, which dehisces apically (versus Campanula, in which the capsule opens in the form of basal or lateral pores or slits). Common name from the large inflated, balloon-like buds.
I recommend the previous answer. It's one species of the famaily Campanulaceae (mostly: Platycodon grandiflorus). May the following wikipedia link provides more confirmation.
