Congratulations on completing your masters program.
To answer your question: PhD requires a lot of drive, self motivation, isolated and collaborative creativity, please think this through, be sure you're completely ready and committed so as to get the best out of this.
Next is to identify what aspect of industrial engineering interests you, what you see yourself doing, enjoying and contributing to.
Then, identify school's that you will be interested in (effectively utilise google, connect with people on LinkedIn, research scholarly articles in your field, check scholarly forums).
While doing this, you would need to make a list of requirements by these schools, identify skills required to be successful, add to your skills if you feel you're not comfortable with certain requirements, keep growing.
You're also most likely to take the GRE with TOEFL/IELTS depending on the identified school's requirements. In addition, some will ask for abstract of your previous paper(s), Letter of Recommendation and Statement of Purpose. Do not forget, reach out to your prospective advisors, keep your initial email concise and meaningful, some will respond, some won't.

Ali Karevan A first two things are what part of world are you interested to study in and what exactly would you like to study? Term "Industrial engineering" has quite broad meaning.
Marcin Noga first, I interested in Europe and Canada. But I really need a scholarship to cover my fees.

I suggest you speak to Prof Iddrisu Awudu. I authored a paper with him . He did industrial Mathematics for his PhD. He is on ResearchGate.
There are specialties in your field and you can leverage on your strength to choose a preferred area. Remember also at the PhD level it is purely research and for that matter you need an area you can add value, knowledge and become relevant. I wish you well.
Since your narrowed down your PhD interests fairly narrowly, you might consider searching by adviser rather than by school. Some of the most successful PhD students I've known came to the school for the adviser and that lab, rather than selecting the school and then looking for an adviser that suited them once they got there (I did the later).
Is there a cluster of research papers that are particularly interesting to you? Is there a productive lab where the advisers and (perhaps more importantly) the grad students routinely publish quality work? Treat it like you are applying to work for a small company where the adviser is the owner, rather than a place to take classes. Classes are a small part of a PhD program, compared to the research you will be doing in the lab.

Yes. I guess you need to first discuss your topic with a mentor and also find out from the school if you can get a supervisor for your thesis. Depending on the requirements of the university you may have to draft your proposal and purpose statement . Just pick the forms and let's know the requirement so we can help
