Can anyone give me information about ATPRK image fusion?

I have been trying to downscale the sentinel-2 20m resolution bands to 10m. There are many methods I can find in literature but can't implement on ArcGis. I learned about ATPRK from literature but didn't know how to use it or which software I can use to do the downscaling. Can anyone please help?
