I was reading about CPMG and CEST NMR but no reviewer has written any good review for basics. I had a hard time understanding this fig 2 from above paper, and paper is quite complicated to follow

In Fig 2 a) What is R2 eff ( S ) means. I understood like this so with more and more protein y-axis value is higher so highest value 15 ( I believe axis is sec) it drops from 15 sec to 10 sec at 200 HZ then flatten out, and what does that tell you?

In Fig 2 b)

There is 2 dip, one is an excited state and another is the ground state. For the same amide excited state and ground-state chemical shifts are different. So they are exchanging in two different states is that what the author is saying?
