Dissolve aniline, add finely powdered carbonate (I would use about 2eq. - this will be a heterogeneous mixture, so on larger scale you might need an overhead stirrer), add 1eq of chloroacetate, slowly. You might want to heat to reflux for a few hours.

Yes. Simply react 4-chloroaniline with ethylchloroacetate. Use potassium or cesium carbonate as a base and EtOH as a solvent. Recrystallize from EtOH.
