the best way to measure to access to land and the sustainable livelihood is also concerned with the macro and micro policies concerning land i.e., landholdings/land ownership, land record management and land use practices. In sum, it is about land tenure...both rights and usages need to be understood through regional policy perspective and the outcome of land uses concerned with local level community or individual practices under the system.

Access to land can be measured through the outcome: who has how much land to use. This is simply collecting data on land ownership (incl. tenancies and other forms of tenure). If one wants to look more into the dynamics (How do people get access to land) then an analysis of the land market, land tenure, and land dynamics (is there a meaningful change in ownership and tenancy). Ownership in many societies can be investigated through Governmental land offices, however the way is often troublesome as one at times need to go manually through records, and sometimes authorities also do not give permission. Here a strategy to involve land and title offices right from the beginning can help.
