I think it would make it easier for us if you could narrow the search a bit. What field of research are you interested in publishing in, for example?
And having seen questions of a similar variation before, I always ask WHY it is important that the paper is refereed very quickly. You need to be aware that many of the journals that promise very quick refereeing are not serious journals, but money-making machines that will ask you to pay a lot of money for virtually no real service at all. In fact, plenty of journals that offer quick refereeing for a fee will publish most anything, as long as you pay. I for one would never want to publish with such an unserious and unconscientious publisher.
In fact, I myself do not wish to publish any paper in hurry or in any paid journals, but there are the journals that unnecessarily delayed the review process, I just wish to know the journals that may review relatively faster and have a good quality of its kind.
I do know if there are any web sites listing the typical turn-around time for a paper in scientific journals, but do try to find one.(I do recall having seen something like that, but it was several years ago.)
In the most serious journals, we rely on the editor(s) finding experts in the narrow fields of study pertaining to each paper submitted. This takes time for these busy editors. Also, not uncommonly some potential reviewers may need to turn the offer of refereeing a paper down, because of lack of time (due to already agreed refereeing tasks, for example). So editing a journal is hard work, and one needs to understand that very quick refereeing DOES mean that the referees are NOT serious.
I have never heard of journals delaying papers just for fun, or in order to spread the word that this journal is so good and the reviewers are so meticulous that it takes a year to read a paper. I just don't believe the phrase "unnecessarily delayed the review process".
