Vienna 5G Link and System Level Simulators

The Vienna simulators have nothing to do with mobility management - they are NR simulators not core simulators.

Mobility management is handled by the AMF in the 5G core (note that unlike 4G, session management is performed by a separate core function - the SMF).

Specific QoS requirements are handled by the PCF which communicates with the SMF and AMF.

I don't know of a 5GC simulation in MATLAB (why would anyone want to write core functionality in MATLAB?).

You can try looking at NetSim https://tetcos.com/5g.html. It supports mobility in 5G and there is an example image at the bottom showing this.
