Fodder beet has chiling requirement for bolting to occur. Make sure that you can get such a condition. Bolting occurs during the second year after planting.Though it has temperate adaptation, it can be grown and give seed in tropical highlands (in Ethiopia, it gives viable seed begining from 2700m above sea level).
Again, it is highly cross pollinated and needs isolation from beet roots, suger beet and other varieties of the same species.
Soil fertility matters a lot in its seed yield, requires fertile soil.
Make sure to properly isolate it.

The seed production of foundation fodder beet seed depends on the system of agriculture you are responsible for. In smallholder agriculture, where associations of agroecological systems are the goal of the production, you have to start with the genetic variability within your population. Thereafter you achieve the S1 and S2 generations, In Brazil, we started studying the variability along the generations. In commodities production, otherwise, you have to choice an agronomic characteristic that will put your company ahead your competitors. Thus, you have to follow the Rules of Seed Production adopted in you country. Seed Production is Legislation, it folows the Seed Law. Brazilian examples are the Law 10711/2003 and the Decreto 5153/2004 about commodities seed production; Law 10831/2003 about organic agriculture. It is a hard work along the time, Good luck!
Thank you Karta and Jose Walter Pedroza Carneiro for answering to my question. We have seed production and certification rules in our country but not on fodder beet. Fodder beet will be a new addition to our non-conventional fodder crops. We want to produce fodder beet in Pakistan owing to our increasing fodder requirements for feeding our live stock. I want to know what factors can contribute to its increased seed viability. Temperature, fertility and what else. Can we use seed produced from imported fodder beet varieties forproducing foundation seed and distribute to our farmers for fodder beet production. Please elaborate if you have time?
It does not matter what seed you are working with. You can start with plant introduction, that is easier than the application of traditional plant breeding. The Seed Law and the additional documentation attached to this law will be the guide for you. The FAO, 2013, I guess, have some information about the procedures, and these informations are in English.
