Suppose one researcher has obtained some results or proved some theorems based on a result which is a part of his communicated work. Then how to communicate his work to a journal. Isn't there any other way to communicate his work than to wait until his earlier work is published
If it isn't published anywhere, the author likely will have to state it again since it may not be peer reviewed (without it being taken to their own work). Remember in science we need our results to be peer reviewed. If it is not published or peer reviewed in some article or conference proceeding (providing it is peer reviewed) you can cite it still, just author will need to be careful. If it is that recent and is published online I think it is fine ONLY if it is peer reviewed and doesn't violate any publishing rights. Remember if it is not published, who says that somebody else doesn't write a paper about it? You can always make a note that the information is based on another result (refer to some manuscript). As long as you don't make it out as if it were your own work. There are many directions to consider even such as asking the author to co-author your paper. Just be careful. If I know it is going to be published, I would just wait since we should be using results that have been accepted.
