Can an academic advisor require that an experiment shows a positive result?

I have a facebook friend who is working on his dissertation in a science field in a foreign country (not the USA). He is 1/2 way through his data collection and it seems that his intervention is not having the anticipated effect. He told his advisor and the advisor told him that if his experiment did not show a positive effect then his dissertation would not be accepted. Has anyone ever heard of this happening? What do you think of it?
