Most of the journals are excellent in content, but nowadays, some people have started a business to publish papers in their journal, without paying attention to the content after the author pays some publishing/processing fee. This has eventually degraded the quality standard, Academic Performance Indicators (API) scores of some good academic researchers.
Tia, I've just sent Jeffrey Beall a search result for WSO (World Standards Organization, 'active member of the UN'), from which I got an invitation to publish in SwissJournals. Both are fakes. And, Tia, we CAN ban those predatory publishers, as Jeffrey calls them. Set them on your black-list of publishers (check the publishing companies) and journals (for submission AND citation).
Delete emails with calls for papers from anonymous editors. If you don't find those publications in Beall's list, mail him details. At the moment that's the best we have for this matter, maybe not perfect (quite probably will never be).
The only problem remaining is that there might be interesting articles from unseasoned authors worth of citing amid the junk of predatories.
Well you wouldn't pay to be published in a bad journal, what would be the point? Everyone knows that it would be a 'poor' article, if you've already written it you might as well submit it to get peer reviewed. Also, if the journal has no impact factor, then it's not worth publishing it. I don't think you'd ever get cited either

Nobody can ban these journals but you can avoid them: don't publish there, don't agree to become a reviewer or editorial board member, don't cite them... maybe they'll die after a while from lack of paying authors.
@Tiia Vissak: I have seen the list of "Predatory Publishers" on the provided link. Many of the journals of indexed in Scopus and some reputed indexing DBs. On what basis, the list has been prepared? Without monitoring the quality of the published papers by the journal, how it is indexed in reputed indexing sites?

Be careful: sometimes such journals an publishers select names that are very similar to indexed journals and good publishers (e.g. Inderscience is a well know publisher while Interscience is in the list of predatory publishers).
