You probably need to write it, and include a chapter on "Carbon Neutral" restoration of those degraded lands. How the sellers of oil, gas and coal in that country, will add an Ecological Restoration fee to each liter of petrol, each ton of coal and each cubic meter of natural gas, to pay for replanting of those degraded lands.
And in return, ALL of the fossil fuels they sell you, will already be "Carbon Neutral" from those plants putting the carbon back into the soil, before those fossil fuels are burned. The carbon offsets produced by the plants are equal to the tons of CO2 produced by burning the fossil fuels.
That is exactly what the Saudis and 24 countries are doing right now, with the Saudi Green Initiative and the Middle East Green Initiative, planting 50 billion trees to create carbon offsets.
