Very common these days. Graduate students after securing the funding, focus more on part time work and not at all on research. For supervisor which mild nature, it become hard to take any action against the students. What is the best approach in such scenarios?
If the supervisors can create interest of working among the students they will definitely work. The students should at most be scolded at first but after ascertaining why they are not working. There might be a host of genuine reasons behind that. If they are totally in disciplined then only harsh action can be taken.

modern lecturing based on discussion , sharing of knowledge , you should ask them questions , and motivate them to read , information flow must be diphasic no monophasic, their questions rise your research sense , and your answer rise their experience sense.
Perhaps having an honest open conversation where you and the student can discuss their expectations and priorities clearly might be helpful. Funding or stipends can be made contingent on research progress, but I feel a better way would be a more Management By Objectives approach where there is constant goal setting, appraisal of progress and feedback.
I also believe that effectively judging potential Ph.D. candidates before they join the program and ascertaining whether they have passion for research might be a good way to prevent such cases for happening. I personally feel prior research work experience could be used as a potential predictor in such cases.
But in the end, life is complex and Ph.D. programs are hard. The best way to work out any kind of hiccup in any academic relationship is to talk to the person.
Firstly , supervisor should select students love and very interest in the research project.
