This is what I understood. Just before seed germination stage, seed becomes active by taking in water, enzymes and hormones. This is called imbibition stage. Does the seed's exposure (at that stage) to electromagnetic field mutates its embryonic cells ? Yes and Becker proved it in his experiments. Reading his books should give you some clues and references. Good luck.
Not sure if you want to induce mutation or avoid it. If you want to induce, there are better mutagenic agents than electromagnetic field. What crop and what mutations are you seeking? I have added a recent review on the subject. We have ongoing mutation work if you like to visit us.
