Assume first that we are interested in a peak demand period, for which the origin-destination demands are known, and that the automated vehicles have a legal 100% monopoly.
Would they be programmed to minimize total system time cost (a system-optimal solution requiring an assignment at marginal cost on road links) or to minimize individual time (a user-optimal solution requiring assignment at average cost)?
If the first rule is chosen, would an exception be made for emergency vehicles (ambulance, police, firemen and ministers going to the airport?).
The issue of their programming also arises if they are only 80% of the market. Would there be a price for those who accept system-optimal paths and another price for the Oi Polloi who do not and and for the 20% of others who, in their ignorance of the effects of their vehicle use on others, have no choice but to minimize individual cost?
The issue of accidents is linked if accident rates differ across volume-delay curves, especially if the shapes of the accident curves differ from those of time delay curves. The results might not be unique, as Stella Dafermos pointed out long ago:
