You are contractor of a construction project.
There is a problem. Problem is late approval of feasibility reports, work permits, drawings and materials by owner of the project.
1) How do you plan to prevent occurrence of this problem?
If your preventive actions are not successful, how do you control the consequences of this delay?
2) or What will be your mitigation measures as contractor to makeup gone time and cost ?

Use any of the project management software such as PRIMEVERA or hire a project manager who knows to use it. And use that as the platform for your works
Client should not award the contract without approved drawings and approval/permit for site clearance. If there is no approval is given and the contract is awarded, the contractor should see the client on a daily basis to get the approval because contractor will lose money in establishing the site without approval. The contractor should apply for extension of time under terms and conditions of contract. Better to stick to the conditions of contract.
In contract administration project drawings are approved by client before tender documents is sent to invite prospective contractor's. Under no circumstances should contractor commence work without approval of drawings. However, in the situation where contractor engagement with clients for construction project, and doesn't involve consultant, even that condition should necessitate the contractor to sort for the client approval of the project before commencement. An interesting way to control such issues is by drafting a budget and a timeline with deadlines. The client should sign such draft and then the contractor should only control the budget.
Activities that require approval of shop drawings or approval of materials and components should be scheduled to occur as late as possible. Application of this AS-LATE -AS- POSSIBLE constraint in the Microsoft project builds in the necessary buffer or flexibility to accommodate any late approval, or late release of information request.
It is very common to have late approvals or minimum time frame for approval in Project management. Prevention of late approval is not always possible unless and until there is clause in the contract. A proper contract stratergy together with a contingency plan/recovery plan in place to control the schedule delay.
Yes I agree with you Sri Maruthi that prevention of late approval of component may be difficult to avoid. My recent book titled: Effects of ASAP/ALAP Constraints in project scheduling' showed cleared that some activities or tasks should be scheduled to occur as late as possible to accommodate the possibility of information request coming late or approval of materials coming late.
