This looks fishy ... I would never send a manuscript under these circumstances - it smells bad indeed ... !!!

Sulartopo-Sulartopo: I would NEVER submit it to such a fishy journal! The journal shall always find reviewers that have no connection to the work or the workplace.
Skip it - and submit it to a journal with a conscience!
