I cannot vouch for being an achievement, but certainly a paper that is published in a high impact journal is more visible, and more cited.

I believe that publication in High Impact factor is a reflection of High quality research.
Actually publishing in a high IF journals catches the attention and makes your work more visible and cited. However, one can find very good and deep papers published in low ranked or even without IF journals, but rarely.
Все существующие "импакт-факторы", "индекс-цитирования" и все остальное - это людские выдумки, которые не отражают ценность той или иной научной работы.
Журнал может быть просто "широко разрекламирован" и может быть более доступным, что несомненно скажется на его "импакт-факторе" потому как к нему больше обращаются и больше цитируют.
Тем не менее, я согласен с приведенным доводом, что есть много "злобных" и психически неуравновешенных рецензентов, а также некомпетентных редакторов, которые просто не понимают действительно хорошие и "стоящие" научные работы.
И в конечном итоге все же ценность научной работы определяется ее практической применимостью и востребованностью.

They earn on our ideas and publications. Knowledge should be free. Where will you download publications? At scopus web pages at 35 euros per article or free at arxiv.org? But what about inadequate reviewers? I prefer to upload everything to arxiv.org and only if absolutely necessary (subject to 90% success rate) send articles to journals. Do you know an old joke? Why can't the son of a general become a marshal? Because the marshal also has a son. This joke also applies to publications in rating journals. I think that first of all you need to remain yourself. Публикация становится не только научным результатом. Считаются связи, дипломатические отношения, мода на тему и т.п. У некоторых сдают нервы из-за вечных отказов - ваш английский не слишком хорош, не тех процитировали, мало процитировали. У других - амбиции - ведут блоги, но бонусов и индекса цитирования от этого нет. Альтернативой является собственный журнал: кто готов пойти на жертву и заняться издательской деятельностью получает шанс в светлом будущем публиковать все, что считает нужным. Но опять же - финансовые затраты, временные потери, менеджмент и маркетинг...
