This is not the case. All walls could resist lateral loading. The difference is in the failure mechanism:
Short walls: they fail almost in pure shear - that is why in single or double storey masonry buildings there are X-diagonal cracks after earthquakes. They are stiff and strong but not ductile.
Squat walls: they fail in combination of shear and bending with compression. They are more ductile than the short walls. These are the walls in most low-rise to mid-rise buildings.
Cantilever (or slender) walls: they fail in bending with compression. They could be very ductile, especially if connected with coupling beams. These are the walls in mid-rise and high rise buildings.

All walls will add to to the lateral stiffness of the building frames depending upon the wall dimensions and material stiffness.
