There are many critical pedagogy programs in North America doing wonders with innovative teaching with the incarcerated population.  There are college programs which do a great job of offering mix classrooms where college students take classes alongside incarcerated youth (even if they often prefer to work below the radar to avoid some of the reactionary media attention).  In the case of Education programs though there is a practical issue: teacher licensing is state run and in many cases a felony may prohibit the award of a teaching licence regardless of one's ability to fulfill academic requirements.

There is a company that has developed software that enables prisoners to take courses that are arranged and offered by various universities to pursue such degrees. I know that they are at a number of prisons...including the Louisiana State Prison at Angola.  The company is ATLO (ATLOsoftware.com)...the Principals are Clay Mixon and Devon Broom if you want more info.
