Governing authorities in conjunction with private companies during waterfront regeneration developments, often only touch on the public engagement process without developing an effective way to give the community the opportunity to provide input. I am looking for models or methods for this part of the process whereby the public's ideas and suggestions are converted into real outcomes (i.e better building and public open space design).

For an ongoing practical example, you could look into what the City of Winnipeg (Canada) is doing with Our Winnipeg, the City's official development plan. Page 9 of the attached report mentions the public participation strategy that went into Waterfront Winnipeg, a 20-yr vision for developing the city's 240 km of riverfront.

Thanks Paul, I like the themes within this plan. It's unfortunate that sometimes governing authorities rarely provide public access to the real results of their public participation efforts however it does seem within this example that a number of methods were used which is great.
See ISOCRAP (International Society of City and Regional Planners) 2014 publications. This congress was mainly addressing planning to integrate cities and water.

I strongly recommend placemaking as a model of public participation in urban planning. It has been extensively used global as a means of improving spaces for the people who use them. They have a number of waterfront examples on their website:
