I think so. Try to browse the jounal named: Journal of Forecasting. Maybe you can get some interesting papers. Just look at journals with econometrics stuff
Yes, I think there are, but I don't know any specific names or papers.
We used fuzzy logic as a general prediction system, trained with from recorded data suing an algorithm called PSL. For a recent publication, see attached.
The application domain is very different from yours but the approach as such is general and could maybe be of relevance for you anyway.

What about a modification of Bueno de Mesquita's predictioneer's game? The challenge is in the subject determination of preferences, influence, and intensity of focus on a particular issue. These seem like factors that could be predicted through neural networks and then used to predict outcomes.
