I'm exploring collective action to create community health administration. Although, Ostrom's work relates to management of common resources, I wish to know if there's any work on public health specifically. I would appreciate any help.
The role of civil society in developing a strategic plan for HIV AIDS programme in India has been unique. You may visit NACO web page of GoI and download NACP III and NACP IV strategic plans. In NACP III strategic plan there is a significant discussion on the role of civil society. This unique contribution and of action taken together by a group of civil society members significantly enhanced their status and contributed to the success of the programme.

For the analysis, I have interviewed people from Avahan and the World Bank pertaining to the role of civil society organizations and intergovernmental ones. You are quite right in pointing HIV AIDS programme is quite unique in that manner.
I, however, wish to explore something on the lines of Community Led Health programs like the concept of CLTS, where the community organizes and manage their health administration.
