So does it mean that there are no journals which can give the review report within 2-3 months? I mean there might be some which be weekly publication but still they are scopus. Aren't there any journals like that?
While I was unable to find the statistics for average times from the receipt of an article to receiving the referee reports, you can find the average times from submission to acceptance for Elsevier journals (most of which are probably covered by Scopus) through Elsevier journal finder upon inputting the title and abstract for your article.

It depends, mainly on the workflow of the Journals. From a brief search, I found a link (attached) which contains an example of a Scopus indexed Journal (also indexed in Journal Citation Reports) with average time between submission and final decision to be 66 days.
From my experience, there was one Scopus indexed Journal (also indexed in ISI) which gave the review report of my submitted work within 3 months. But, as I have noticed, this is not the rule (please see the dates of receipt and acceptance in the first page of the attached publications).

After a careful reading of my answers in the discussion thread, you may see that I have never written that the Journal ‘International Journal of Research and Science Publication’ is indexed in Scopus database, in contrast to your phrase ‘since you told it is Scopus’.
Regarding your last questions, you and your colleagues have to decide the selected Journal for the submission of your work, taking into account the gathered information and pros and cons.
