I can only locate related measurements like "nepotism" but it's still different from favoritism. Maybe "ingroup favoritism" scale can be adapted, however I only found experimental manipulations of this construct rather than survey measurement.

Consider looking at Leadership-Member Exchange Theory (LMX). It is based on the assumption that some employees are close the supervisor (the ingroup) than others (the outgroup). The LMX 7 is a measure of the quality of the quality of the leader-member interaction. It is a measure of how much an leader is likely to favor a specific employee.

There is no perfect scale for all subjects. Once again, you should read carefully the relevant literature on your topic to identify nominal (concepts) and operational definitions (constructs) and their theoretical and empirical relationships. Then, for your concepts about leader/supervisor favouritism you will have a list of definitions and scales. You will have to choose one according to their reliability, validities, length and, last but not least, your research question. Using scale measuring PhD supervisor favouritism to assess manager favouritism, you may infer conclusion with poor internal validity. Take your time to correctly choose the satisfying scale.
