My goal is to see whether Persian, despite its richness in literary aspects, contains the basic conventions and standards in its academic register. My assumption is that there are some languages which are using the "full" capacity related to the modern conventions of academic writing while there are other languages which are not at that stage yet? In other words, some languages lag behind others when it comes to using/exhibiting specific linguistic features.
If you agree with this line of thinking, which feature(s) of academic written discourse would lend itself best to such research (e.g., metadiscourse, etc.)

I understand that my question is loaded a bit with value judgments.
I got the idea that "not all languages are on the same page when it comes to using modern conventions of academic discourses" from the field of phonology. A lot of phonological studies have shown that languages could be at different stages of a phonological phenomenon such as sound change. For example, if language A is at halfway of a phenomenon such as sound change, language B could be just at the beginning of the same phenomenon and language C could be at the very end. Since there is no controversy that languages could be at different stages of a linguistic phenomenon (at least in the field of phonology), isn't it legitimate to expand that line of thinking to academic discourse(s) and assume that some languages might be younger when it comes to using basic conventions and standards of academic register?
What is the progress and backwardness of language? Language? Or is it the use of different words in the same language?
