To measure the state of Fe/Fe3C during the CNT synthesis process, can we just use XRD instead of XPS?

You can not use XRD to determine the chemical state. RD will give you information about crystal structure and phases present in your sample but not the chemical state. Yes you can use XPS for te determination of chemical state.
In XPS you scan the Fe2p and C1S peak. For Fe 2P you will get a doublet and for C1S you will get a broad peak. After scanning you deconvolute the individual peaks using CASA PS software or what ever you have wit the instrument. While deconvoluting if you notice any peak which is fitting towards the lower binding energy than 284.6 eV in C1S then it tells like some electron releasing group may be attached to C, then after careful analysis you will get to know whether iron is attached to C or not. Then you deconvolute the Fe2p check the binding energy position which will give you the infomation about the chemical state of Fe. Then also chek te peak energy separation of Fe2P which will give you the idea again about the type of iron/iron oxide and also about the chemical state.
